Then it is clear that the problem is that something is preventing the file_get_contents function to work with localhost...

One test more ;)
Try putting 127.0.0.1 instead of localhost, like http: // 127.0.0.1/moodle

Try also another thing: putting only '/moodle' instead of everything (no http or localhost or anything more)

When I open a http: //127.0.0.1/moodle, Moodle is loaded normally.

But, when I open only /moodle, the page is loaded google search.

Do you mean it shows local Moodle with file_get_contents?

Then I think the problem should be DNS.Try adding:
127.0.0.1 localhost
to your host file.

Looking on google, it says the paths are:
Windows 95/98/Me c:\windows\hosts

Windows NT/2000/XP Pro c:\winnt\system32\drivers\etc\hosts

Windows XP Home c:\windows\system32\drivers\etc\hosts

With that added, and maybe rebooting (you never know when win wants a reboot ;) it should work with localhost instead of 127.0.0.1.

I use windows vista starter
I was in c: \window\system32\drivers\etc and edited the host file

I do not know why (perhaps a bug of windows), but there were two commands as host:
:: 1 localhost
127.0.0.1 localhost

I left only 127.0.0.1 localhost, and is now working perfectly!
