Testing this out there are certain users where i am not able to take action in joomdle. the user box is essentially greyed out and not able to selec to import into joomla and a few others where i can't enable joomdle even though accounts exist in both platforms. example attached showing a case where i am not able to import into joomla from joomdle user panel.
Any guidance or thoughts would be appreciated. Thanks!

I';m getting the same thing where I have an account that exists on both platforms but can't enable joomdle. not sure it matters its the super user/admin account for both platforms but I would think you would want those linked.

Thanks Bill, i have confirmed that they are indeed site administrators on the Moodle side when I encounter this. Looks like I can manually create the accounts in Joomla and then edit their profile in Moodle and force the authentication method to Joomdle.

Hi.
Yes, what you guessed is correct: Joomla and Moodle admins will show a disabled checkbox, so you cannot migrate them easily.
This is intentional, to prevent admins from accidentally syncing all admin accounts.
We recommend to always keep an independent Moodle admin account, not tied to Joomdle, so that you can always log in to your Moodle site, even if there's some issue with Joomdle: if connection breaks, Moodle users with auth=joomdle won't be able to log in.
As you say, you can go around this restriction, either doing it manually, or removing admin status, syncing, and then adding admin status again.
Just remember to keep at least an independent Moodle admin!
