everything is good except the last one. i have checked all the steps, i can not figure out what happened

Have you searched the forum for this error message yet?

There are a number of suggestions that will help identify the issue.
Also, ensure you enable debugging mode (ideally in both Joomla and Moodle) to find more details of the error message.

The steps to solve this are the same since you have the same error message. So, I would ask you what did you do last time to resolve this? Maybe it is the same problem.
