Looking through my Joomdle settings, I see that I have two Payplans plugins: Payplans and Payplans 2 -- is that right? Both are enabled.
In my Joomdle settings, under "Shop Integration" I have none. We've always just registered via the Paypal enrollment method in Moodle.
I feel like I'm onto something here, but not sure. Is anything I'm saying ringing a bell with you? Thanks so much for your patience, because this is making me crazy.

I've now verified that the "servicenotavailable" is only the first time an existing user pays for a course. Because of the way we moved the site (NOT ideal, but necessary), we lost all of the Moodle users. We kept the Joomla ones. So when they first try to interact with Moodle, they don't exist. I need to add everyone via Joomdle, I suspect...and will probably go off and work on that. Thousands... but I think best to get everything in sync.
I can consistently buy and be enrolled in a course through Moodle.
And I am consistently charged and NOT enrolled via Joomla / Joomdle. So -- that's all on me. I've done something wrong in the setup. I do have a custom courselist view that I've used for a while. Joomdle updated recently. I'm wondering if something changed there maybe...
Still digging, but hopeful. Consistent and reproducible are the first parts of a solution!

I think I don't understand your setup.
How are you enroling via Joomla? Using Payplans? If so, you sell subscriptions that are tied to courses, right?

No. In fact, we don't sell subscriptions. (Duh...is that what those modules are for? Should I disable them?)
I have a courselist view in Joomla/Joomdle that I have created. It is an accordion format and it shows the course details in an expanding accordion. When they see the class details, there is the usual Paypal button that shows at the bottom of the course description. Clicking on that button takes them to paypal to pay. That used to work. Now, I see that they pay, and then they come back to a Moodle window inside the Joomla frame asking them to pay again.
They've processed through paypal, but Moodle hasn't registered the purchase.
This used to work... but now it doesn't. I'm not sure when it stopped, if it was before the move or after. I *think* after.
Remember -- this is me. If it is possible to miss something obvious in the setup, *I will*.

IS there a tool to mass migrate everyone to Moodle? I'm using the Joomdle admin area, but it times out after 50. This is gonna take a while... I'm to the D's.

I guess I should say that I thought the button was tying in with the Moodle enrollment Paypal plugin.
I've wondered lately why we don't need to enable the Joomdle enrollment method on each course... right now we have only paypal and manual as the options for enrollment.
Starting to feel like this may have been obvious, but we haven't used joomdle enrollment method in a while...

I think I got it!!!
I noticed that if I was logged in (by accident) in Moodle, then when the paypal redirected, it redirected to the classroom. Otherwise, it went back to ask me to pay again. I played around and turned on SSO -- and poof...it started working.
I've got everyone in Moodle now, so all Joomdle accounts set up and sync'd.
I doubt this will affect the other errors, as I'm now doubly certain they weren't related...but at least this UGLY one is gone.
I'm guessing that SSO must be required when I'm selling things through Moodle in a Joomla frame.

Yes, SSO is what makes users logged in Moodle when they log in Joomla.
I guess what was happening is that you were trying to pay for a course while not being logged in, so enrolment process didn't know who to enrol.
