Is it stable using Moodle 1.9.12 version?

because I have a problem with my hosting provider... they refuse to enable
php_extension soap and intl.

I'm running on Moodle 2.0.3 and Joomla 1.5.23

I am not aware of any problems with 1.9.12 but than we have not tried it yet. I note you have another thread with similar comments, thus I shall post my comments over there.
