wrong encoding if "sync joomla profiles"

I found some bug in "sync joomla profiles"
I am using CSV mass import for students in Moodle, then using moodle I copy sutdents to joomla and also to moodle.
It works great. I have also mapped some fields for jomsocial. After importing jomsocial fields are not field. There are two way to field them from moodle:
1. simply update profile in moodel - and profiel is also upadated in joomla - works perfect
2. use "sync joomla profiles" for synchronization - also work - but there is probably some bug (but may just on my side)
after synchronization are all informations in joomla - but change encoding (in joomla and of course in moodle too - see attached screens) (both databases are UTF-
can you please help me with this issue?

I tested locally, and it is working fine for me, although I think I did some changes to this code recently.
