System Check Error - Joomdle Web Services

System Check Error - Joomdle Web Services was created by Leisa Watkins
I get the following system check error: Joomdle Web Services - The requested function does not exist.
I am running it on an IP address only right now until the site is done and I can transfer the domain.
So I have the following in the Moodle URL Field:
THE.IP.ADDRESS/~harmony/education-center .
I have Moodle installed in the education-center folder.
I had read somewhere that the URL needs to be the same IP settings for both, and I have that IP address listed
THE.IP.ADDRESS/~harmony/education-center in the Moodle configuration.
According to the server admin there isn't a firewall issue.
Any idea on how I can solve this?

I have followed these instructions here:

But when I do a search none of the joomdle services come up. They are installed on my server in the education-center/auth/joomdle folder.
The Joomdle plugin has been enabled. Where I get stuck is in the Add functions to service since none of them come up in the search.
I have gone over the instructions five times and not sure what I am doing wrong.

You need to add Joomdle functions to the service.

Joomdle is showing under the services area. That was one of the first things I checked. It is active as well.

I know that I had added the joomdle functions as outlined here when I first set-up everything:
www.joomdle.com/wiki/Installing_Joomdle_...functions_to_service
However, now when I go in there isn't any joomdle services listed and a search shows there isn't any to add.
Joomdl is listed as an external service.
Authorized user is a set-up.
