On registration - it is common for schools to have both semester or yearly registration fees and "per course" fees. Registration fee is paid per student and is independent of the number of classes the student takes. Class fees are costs as per Moodle price entered into each course. Could the student registration fee just be added to VirtueMart or Tienda and selected like a course or T-shirt?
Would be better to force having Parents register first. That way they can accept user terms, agree to have oversight / control of student accounts, etc. before student registration. If child is under 14, the parent will need to own the student account as well.

Ok, I understand the semester setup now.
As for selling that throught VM or Tienda, I don't think it is possible, as you could not force users to buy the subscriptions.
I have never used AEC, so I don't know how it works, but I guess it does not let you use your account until you have paid the subscription. That is what could not be done in VM or Tienda.

A question: I inderstand that you use AEC to track semester fees. What do you use to pay for moodle course fees?

We use the PayPal payment system via Moodle today.

Yes - many many complaints about that. Some users have had their PayPal accounts shut down during registration due to multiple payments of the same amount within a few minutes of each other - PayPal thinks it is fraud.

I can't think of an easy way to do this without AEC.
Let's say you block all students accounts on each semester start.
A new type of product would need to be created in VM/Tienda, and all the logic in it to enable the accounts back when they are payed. If you start thing about the implications you end up having to build a system similar to AEC. So I guess it would be easier to just try to integrate AEC
