Moodle User confirmation

Moodle User confirmation was created by Web Buster UK Ltd
When we create a new user in joomla, a corresponding user is created in moodle. However the account has 'confirmation' pending, is this intended?

Hi. How are you creating the user in Joomla? I just created one in the backend, and he has no confirmation pending on Moodle.
