VM 3.0.16 not enrolling purchasers into moodle

Upgraded site from
Joomal 2.x, VM 2.x Moodle 2.7 and Joomdle 1.01

To
Joomla 3.6, VM 3.0.16, Moodle 3.1x and Joomdle 1.07

system check all green, Joomdle functions that return enrolled courses, certificates and the like all work fine. Purchase transaction completes correctly with transaction in the "confimed" state but user is not enrolled in any course.

No errors, no messages and no enrollment which is the big deal. I really need this live again so if I need to buy some professional time lets do it ASAP. I'm operating under the assumption I missed something but lets just get it working please.

For reference: problem was a different timezone set in Joomla and Moodle, causing enrolments to be done, but "in the future".
